William Ian Johnson-
Dept of Environmental Quality
Ian Johnson works as the Fuel Tank Seismic Stability program inspector for the DEQ. He has been with DEQ since Aug 2023, he has spent the previous 21 years conducting federal regulation towards waterway facilities, ships, and pollution prevention, response and emergency management.
In this video he explains Senate Bill 1567, in which DEQ was tasked with overseeing the risk mitigation strategies of the fuel tanks within the CEI Hub.
Alice Busch -
Multnomah County Emergency Management
Alice currently serves as an Emergency Management Analyst, Sr for Multnomah County Emergency Management, MCEM. Her role encompasses a range of operations including the office’s training, exercise, duty officer, public information and community resilience programs. She is also responsible for helping ensure response readiness of the Emergency Operations Center. Prior to her roles with MCEM, Alice worked as an Emergency Manager for the Department of Human Services. Prior that that, Alice spent over 21 years in the fire service in a variety of roles including: Emergency Manager, EMT, Public Information and Education Officer, Critical Incident Stress Manager, Fire Inspector, and Fire Investigator.
In this video, Alice explains the importance of building relationships and strengthening community in order to create increased resilience to disaster.
Nancy Hiser-
Linnton Community Member
Nancy Hiser lives in Linnton, the most frontline community to the CEI Hub.. Being a Neighborhood Emergency Team member prompted her to look at the unique risks to Linnton posed by the CEI Hub. The scientific reports released since 2012 documenting the scope and magnitude of the danger coupled with the lack of action from officials and industry, put her on her advocacy path. She believes community safety should be prioritized over corporate profits and government has an inviolable responsibility to its citizens.
She served on the SB 1567 Rule Advisory Committee, currently runs the Linnton Neighborhood Association’s Tank Farm Safety Committee and co-founded Tank the Tanks.
