Watch and Discuss: Hear from a diverse set of voices about the CEI Hub and earthquake preparedness, then organize a discussion with your neighborhood or group. The video is 29 min.

Organize Your Own Watch and Discuss Party 〰️

Option 1: Have people watch it on their own time.

Give everyone a link to the video on YouTube, and plan a time when you will come back together to discuss what you learned. If you’re a neighborhood association, you could plan this as an internal meeting, or you could advertise it as a neighborhood event - could be virtual or in person.

Option 2: Plan a time to watch and discuss together.

Organize a virtual get-together, where the host shares their screen and everyone watches Aware and Prepared together. Then follow that up with a group discussion. Ideally, plan for an hour and half. Use the questions provided below in your discussion, or not!

Suggested Questions for Your Discussion

  • What is there about the CEI hub that makes it potentially the “worst disaster in North American history,” according to some experts?

  • If there were a Cascadia earthquake with major damage across the city, as well as a CEI spill/ explosion, who would help us deal with possible toxic fumes, fires, oil spills etc?

  • What do you feel is a corporation’s responsibility to the neighborhood where it operates?

  • Do people in our community / neighborhood know about the risks the CEI Hub poses? Do we have a responsibility to share what we know

    with our neighbors? How could we spread the word?

  • What are our representatives at the City, County and State doing about the CEI hub to mitigation risks and for emergency preparedness? (See the added information below.)

  • Has your (neighborhood association/group) reached out to your 3 city councilors to ask if they are advocating to protect Portland residents from these hazards?  (See link below.)

  • Do you know if your council members and state representatives are aware of the potential disaster presented by the rail cars transporting oil for Zenith Energy? Are your representatives working to allow Zenith Energy to continue to operate as currently permitted, or are they taking measures against it?

  • Do we as (a group/neighborhood association members) have a responsibility to act on behalf of other Portland residents who are adjacent to the CEI hub and are more immediately impacted by pollution from the hub, such as residents of the Linnton Neighborhood?  What can we do to help?

  • In addition to SB 1567, what measures are you most interested in being done to address the risks of the CEI Hub?

  • What are some disaster preparedness strategies that you’ve already taken in your personal life or as a community?

  • Is there anything in the PCC Ready Bags that you hadn’t considered adding to your kit? What do you want to add to your kit?

  • How could you connect with your immediate neighbors to strengthen your preparedness?

  • Are you part of any organizations that could start having more conversations about growing their response role during a disaster?

  • What aspects of this “Aware and Prepared” video package are important for other people to know? Can you think of another group that would benefit from creating a Watch and Discuss party?

2025 Legislative Proposals

  • Requires development of an Energy Storage Transition Plan for the CEI hub.  Potential to require owner/operators to CEI hub facilities to obtain insurance or risk bonds to cover catastrophic losses.

  •   “… directs Oregon’s Department of Environmental Quality (DEQ) to contract with independent third party experts to study the possibility that CEI owner-operators could be required to obtain insurance, surety bonds, or other financial instruments…” to cover catastrophic losses.

  •   “…to support spill prevention and resilience activities by individuals, businesses and local and state government agencies.”

  • Builds on the previously published Energy Security Plan to require the Oregon Department of Energy (ODOE) to develop and implement an action plan for storing CEI hub fuels at geographically diverse sites around the state.  “The Priority Action Plan must also consider potential negative impacts on the environmental health of impacted communities in the new storage areas.”
