Unshakeable
“Unshakeable,” on Sept 29th, is a free event aimed at building resilience, knowledge and community for North and Northwest Portlanders. If the Cascadia Subduction Zone Earthquake were to happen today, fuel tanks built on unstable ground along the Willamette River would release up to 193 million gallons of fuel. Participants will meet with local organizations and government experts working on the issue of CEI Hub safety in the face of the earthquake (DEQ, Oregon Dept of Energy, Multnomah County office of Emergency Management, Institute for Sustainable Solutions and more). Speakers will give presentations from 4-6:30, followed by an optional tabling hour to explore community resources. Please plan to arrive at the start of the event. It will be broken into, "What do we know? What have we done so far? What can we do next?" Expect light refreshments and a door prize. Registration is required. Sponsored by Metro and the City of Portland.

Jay Wilson
Clackamas County Resilience Coordinator
Jay Wilson has worked as an emergency manager and earthquake policy advisor for over 25 years, previously with FEMA, Oregon Emergency Management and the National Institute for Standards and Technology, and currently with Clackamas County Disaster Management. He also served on the Oregon Seismic Commission (OSSPAC) for 8 years, with 4 years as Chair.

Alice Busch, CEM, EMT, EMPA
Emergency Management Analyst, Sr for Multnomah County Emergency Management, MCEM
Her current role encompasses a range of operations designed to help ensure emergency and disaster response readiness across the County. While working with the Department of Human Services, Alice focused on Mass Care and Sheltering strategies. Prior to her work with the County, Alice spent over 21 years with the fire service in a variety of roles, including: Emergency Manager, EMT, Public Information and Education Officer, Critical Incident Stress Manager, Fire Inspector, and Fire Investigator.

Partnership Coordinator
Luke's work at the Institute for Sustainable Solutions focuses on advancing community resilience by supporting partnerships and projects between Portland State University, government agencies, and community members. In this role, he has authored two reports on the risks posed by earthquakes to Oregon's industrial and energy sectors: "Risk of Earthquake-Induced Hazardous Materials Releases in Multnomah County, Oregon: Two Scenarios Examined" (2023), and "Report for Oregon’s Fuel Tank Seismic Stability Program: Environmental Justice, Laws, Policies, and Risk Minimization Best Practices" (2023).

Tom Sicilia, RG
Hanford Hydrogeologist and Fuels Specialist for the Oregon Department of Energy
Tom is the Co-author of the state’s Energy Security Plan. Tom is in a small group of ODOE staff with responsibilities for coordinating fuel supply and distribution in case of an emergency in the state. He also represents Oregon’s interest for work at the Hanford site and is responsible for determining whether or not waste is considered radioactive under state rules.

Melanie Plaut MD retired from her OB/GYN practice in 2016. She has worked since then on issues related to the climate crisis, especially where climate and health intersect. She works with 350PDX and Oregon Physicians for Social Responsibility, as well as other organizations. Favorite quote : "Everything we burn, we breathe." - David Wallace-Wells.

Nancy Hiser
Nancy Hiser lives in Linnton. Being a Neighborhood Emergency Team member prompted her to look at the unique risks to Linnton posed by the CEI Hub. The scientific reports released since 2012 documenting the scope and magnitude of the danger coupled with the lack of action from officials and industry, put her on her advocacy path. Nancy served on the Rules Advisory Committee for SB 1567 and co-founded Tank the Tanks. She believes community safety should be prioritized over corporate profits and government has an inviolable responsibility to its citizens.
